RE: ADDITIONAL "A" DIVISION JOURNEYMEN MANPOWER



Dear Contributor,

With the existing supply of Local #1 "A" Division Journeymen almost exhausted, additional sources of manpower have been developed for contractors. Please be advised that these additional sources of manpower are selected at the contractor’s option (i.e., the contractor can use any, none or all of the sources). Contractors must contact the Business Agent in the area where the job is located to use the additional manpower.

TRAVELERS - When a contractor cannot supply his own Local #1, "A" Division Journeymen for a job, he should contact the Business Agent in the area. The Business Agent will supply an out of work Local #1 Journeyman. If there are no ready, willing and qualified Local #1 Journeymen available, the Business Agent will provide Journeymen from other Locals (e.g. Local #200, Local #21 and Local #14). A contractor may request that the Business Agent provide a particular out of town Journeymen.

Before starting work, travelers must complete certain paperwork (e.g. Traveler Information Work Sheet) for Local #1 that the Business Agent will process. Contractors are advised that wages and fringes for travelers are the same as for a Local #1 Journeyman. Wages and fringes should be processed exactly as Local #1 Journeyman, except that on the monthly remittance report the contractor must identify the traveler’s Local in column 7.

"MES" DIVISION JOURNEYMAN AUTHORIZED TO WORK ON "A" DIVISION JOBS - If a contractor wishes to use a "MES" Division Journeyman, who has been in his employ for a minimum of two years, on a "A" Division job which has a union appointed steward, the contractor should call the Business Agent in the area. The Business Agent will review the matter and Local #1 may issue temporary authorization allowing the "MES" Division Journeyman to work at the jobsite for a period of 30 days, which may thereafter be extended by the Union. Wages and fringes for this "temporary" "A" Journeyman is the same as the regular "A" Division Journeyman rates.

FIFTH YEAR APPRENTICES - Upon approval by the Business Agent in the area, a contractor may use a 5th Year Apprentice to work as a Journeyman at a particular site. Wages and fringes for this "5th Year Apprentice" is the same as the regular "A" Journeyman rate. The Apprentice will still be required to attend school and will be paid apprentice wages and fringes when doing so.
