| Dear Contributor, Article 26, Paragraph 104 of the "A" Division Collective Bargaining Agreement sets forth the establishment of a Joint Labor/Management Job Target and Market Recovery Committee whose "sole purpose . . . is to secure additional employment opportunities for Plumbers Local Union #1 members and the signatory contractors within this jurisdictional area." The Committee may grant adjustments to the "A" Division Collective Bargaining Agreement for new construction and alteration work, but only when the job is in the bidding process. In order for the Committee to have sufficient time to review the information and arrange a meeting, requests must be submitted no later than five (5) business days before the bid due date. If the Committee grants adjustments, its decision is distributed to all signatory contractors. Any firm which believes that adjustments to the "A" Division Collective Bargaining Agreement will increase the competitiveness of its bid should submit a request to the Association Office by using the enclosed form. The form describes the project (i.e., location, new construction/alteration, use [hotel, residential, etc.], size [stories, units, etc.]) and identifies the general contractor/owner bidding the work. The form also provides any information regarding whether other trades are expected to be union or non-union and describes the adjustments being requested (e.g., reduced ratio of journeymen to apprentices, allowing MES journeymen to perform "A" work, 40 hour work week at regular time, etc.). Contractors should be aware that the Committee has been granting adjustments only where there is a high expectation that signatory contractors will not otherwise obtain the work. The Association forwards the form to Plumbers Local Union #1, which may visit the site and attempt to verify the representations in the request, and schedules a meeting of the Joint Committee (usually by telephone conference). Whenever the Joint Committee grants adjustments, the decision is faxed to all signatory contractors by the Association.
